国家标准《绿色工厂评价标准》解读

《绿色工厂评价通则》(GB/T 36132—2025)国家标准于2025年12月31日起正式实施。该标准由工业和信息化部提出，中国电子技术标准化研究院牵头制定。这是该标准自2018年实施以来的首次修订，标志着我国绿色工厂培育工作进入新阶段。相较于 2018 版标准，新规以政策逻辑重构为核心，以量化指标为抓手，以动态管理为保障，彻底改变了绿色工厂建设的游戏规则，将绿色发展从 “鼓励性选项” 升级为 “强制性底线”，为制造业企业划定了清晰的转型红线与发展路径。

Interpretation of the National Standard "Evaluation Standard for Green Factories"

The national standard "General Rules for Green Factory Evaluation" (GB/T 36132—2025) will officially come into effect on December 31, 2025. This standard was proposed by the Ministry of Industry and Information Technology and led by the China Electronics Technology Standardization Institute. This is the first revision of the standard since its implementation in 2018, marking a new stage in my country's green factory cultivation efforts. Compared to the 2018 version, the new regulations, with a focus on restructuring policy logic, using quantitative indicators as a tool, and ensuring dynamic management, have fundamentally changed the rules of the game for green factory construction, upgrading green development from an "encouraged option" to a "mandatory bottom line," and drawing clear transformation red lines and development paths for manufacturing enterprises.

新标准的指标设计实现了 “数量精简、权重聚焦、量化升级” 的三重突破。

指标大幅瘦身，从 92 项分散指标精简为 14 项核心指标，删除 “绿色产品”“相关方” 等非核心术语，聚焦工厂本体绿色绩效。

权重优化倾斜，确立 “能源低碳化(30%)、资源高效化(30%)、生产洁净化(16%)、产品绿色化(16%)、用地集约化(8%)” 的 “新五化” 框架，能源低碳化以最高权重成为核心考核维度，直指碳减排核心诉求。

The new standard's indicator design achieves a triple breakthrough: streamlined quantity, focused weighting, and upgraded quantification.

The indicators have been significantly reduced from 92 scattered indicators to 14 core indicators, eliminating non-core terms such as "green products" and "stakeholders," focusing on the green performance of the factory itself.

The weighting has been optimized and tilted, establishing a "new five-pronged" framework of "low-carbon energy (30%), efficient resources (30%), clean production (16%), green products (16%), and intensive land use (8%)." Low-carbon energy has become the core assessment dimension with the highest weighting, directly addressing the core demand for carbon emission reduction.

量化属性强化，定量指标权重占比超 90%，明确 27 项核心定量指标的计算方法，从单位产品综合能耗、碳排放强度到工业用水重复利用率、固废综合利用率，均给出明确核算公式，彻底告别 “定性描述多、量化依据少” 的评价模糊地带。

GB/T36132-2025 的实施，标志着绿色工厂建设进入 “政策硬约束、发展硬要求” 的 2.0 时代，核心是让绿色发展从 “政策要求” 内化为 “企业自觉”，从 “行业趋势” 升级为 “生存必然”。

The quantitative attributes have been strengthened, with quantitative indicators accounting for over 90% of the weight. The calculation methods for 27 core quantitative indicators have been clearly defined, providing explicit accounting formulas for everything from comprehensive energy consumption per unit product and carbon emission intensity to industrial water reuse rate and solid waste comprehensive utilization rate. This completely eliminates the ambiguity of evaluation methods that previously relied heavily on qualitative descriptions and lacked quantitative evidence.

The implementation of GB/T36132-2025 marks the entry of green factory construction into a 2.0 era of "hard policy constraints and hard development requirements." The core is to internalize green development from a "policy requirement" into a "corporate consciousness," and upgrade it from an "industry trend" to a "survival necessity."

绿色工厂和零碳工厂区别：绿色工厂和零碳工厂均是制造业绿色低碳转型的核心载体，核心目标均为降低生产全流程的资源消耗与环境影响，遵循全生命周期理念，聚焦节能降碳、资源循环利用、清洁生产等关键环节，且都以标准化建设为抓手，获评后均可享受政策扶持、提升企业绿色竞争力，零碳工厂更是绿色工厂发展的高阶形态。

Zero-carbon factories represent a higher level of green factory development.
